but whats the diffrence between the stable version and the dev version

The dev version is a pre-release beta, more likely to crash and otherwise "freak out", while the stable release is the current, official version that's less schizophrenic.

I think smooth scrolling should be included. Real, configurable smoothing, not the hardly noticable junk most software calls smooth.
