Why is this a suggestion though? If it was/is going to happen it won't be based on Chrome the browser.

Your thinking too narrow minded. It would be a "cloud" OS. Everything would be content that was pulled down. No more security patches, no more bugs, just clean running software running on PCs that are even less powerful than the current "netbooks".

It could happen. My major thing with "cloud" is that it's internet intensive.
There are multitudes of companies starting to put bandwidth caps on their services now, forcing people to slow down their usage.
