You'll be happy to hear that an extension developer just mentioned that they are working on a scrapbook extension for chrome, so hopefully all your dreams will come true soooon.
I'm working on a ScrapBook-like extension and have a first version almost done. It will, however, be lacking some features due to the limitations of the Chrome API. Namely, the functionality for saving offline pages will not be there. If that's what you're looking for, then it won't be of any use to you. If, however, you use it primarily to keep notes within the browser (which is what I do), it'll probably be useful.
I published my extension, it's called NoteTree. I've actually discovered some ways to download pages, so in a future version I'll include that functionality as well, making it more similar to ScrapBook. I also noticed an extension called Chrome Scrapbook that does download pages, but doesn't allow for note taking. So depending on what you want, either one could work for you.
I just updated my extension and renamed it EZNotes. The ability to save web pages has now been added. I tried Chrome Scrapbook (the one PAEz linked to) and it works fine, but you can't save notes or organize things in folders. So I decided to keep up with my project and add the functionality for saving web pages. The code for it was taken from another extension called SingleFile, which as far as I could tell did the best job at converting pages for saving, and the author was gracious enough to allow me to make use of the code in my extension.
