WYSIWYG editor and smilies not working.

Is anyone else finding the smilies and WYSIWYG editor not functioning properly?
Posticons are working for me, but that is it as far as any click to add buttons.

ETA ... The quote button and edit button are working, but not the quick reply. And the header image is missing from all forums.

Quick reply button working here...and header image is as visible as it always was.
