Thanks tested on 3.0.190.1 dev channel version and it doesn't work. Just so others know
Here's the Dev version if you want to test it, I have no idea if it works.
I tried it with Portable Chrome, and it didn't work, but it's version 3.0.183.3.
EDIT: fixed the blue background when maximized and included it into the download in the first post.
EDIT: works for 3.0.190.4

Yes it does
try maximise the Chrome window;
the bar is blue in colour
@Jedi Knight: To fix the blue bar, you have to change theme_frame_default.png. I have also been having problems with that on my other themes. They have changed some of the layout since 2.0.172.28.
I've installed 3.0.190.1 on an old laptop I had, so now I can test themes for it.
I'm working on a new theme now, once I'm finished, I'll fix this one.
