But, how do you publish them into here?

create a new topic, title it with your theme name . use advanced attach files/manage attachments (below the post window) to upload your theme.crx and screenshot .

Thanks, but when I try to upload my created themes, it doesn't want to.Why?

screenshot and/or explain what warnings/errors you get . after you hit upload, it will show you and upload % in the bottom left of the upload window .
