I'm having the same issue, tried the same steps, same results. I checked the themes folder, and it looks like it's recursively set to read only...I manually change that, but my change isn't retained when I hit 'apply'. I've tried to do it on every folder above that in the path, all the way up to 'local settings', but with those same results each time. Manually changing the default.dll works (the theme changes), but xChrome can't seem to gain access to write in that folder.
FYI, I'm running XP sp3, Chrome 0.2.149.29, and I'm running xChrome from it's own folder.
