This is a standard question for all Windows programs, not just Chrome. And the answer is.... Yes!
In the Change Icon screen, click the Browse button for "Look for icons in this file". Then choose whichever .exe, .dll, .ico collection files, etc. that has the icon you want and you will be able to assign the shortcut with that icon.
Google should add file-type icon protocols to Chrome. By that, I mean that the program would come with icons, either packaged into the Executable or an accompanying Dynamic Link Library, and coding to support as many file-type classes (i.e. URLs, HTML files, XMLs, CSS scripts, et cetera) as possible. I know from trying to set separate icons for GIFs and PNGs while both are associated with, say GIMP or another program with one-size-fits-all file-type icons, it becomes exceedingly difficult to set separate icons. Of course, if you're using Vista, it doesn't really matter; there is no easy way to change file-type icons.
