Chrome needs to be installed by each individual user account for that account to run Chrome. Each of those non-admin accounts needs to install Chrome separately. (There should not be any permissions problems as the Chrome install writes into each user's own AppData directory.)

If you want to do a system wide installation of Google Chrome, you need to install Chrome through Google Pack. If done this way, you will replace all other versions of Google Chrome that may already be installed on your computer for other user accounts.

The details for the system installation can be found at: Installing Software: Installing Google Chrome for multiple user accounts
